Here is simple tutorial on how to make Vector Sunrays.

Step1) Take any image, here I take a green background.

Step2) Download this triangle shape and make a triangles like this.

Step3) Here you can see that opacity of green is color is very high, so to reduce it in the top horizontal bar go to Layer >> Layer Style >> Blending Options and you can reduce the Opacity from there.

Simple !! Here is the final image.
